Biographical history

The Council of Welsh Districts (CWD) was established in 1989 as a successor to the Committee of Welsh District Councils, formed in 1983. Both were autonomous bodies within the Association of District Councils, representing District Councils in England and Wales, and were intended to promote and protect the interests of the Welsh District Councils. The Committee of Welsh District Councils had four sub-committees, but with the advent of CWD a revised committee structure was established consisting of an Economic Development and Tourism Committee, an Environment and Housing Committee and the Finance, Parliamentary and General Services Committee. CWD was an active participant in the debate on local government reform in the early 1990s and, following the Local Government Reform Act 1993, was involved in its implementation. On 1 April 1996, CWD and the Association of Welsh Councils were superseded by the Welsh Local Government Association, part of the new Local Government Association of England and Wales. CWD's first Chairman was Councillor Gwynfryn Davies, Dinefwr, 1989-1990; the last was Councillor Tom Williams, Islwyn, 1993-1996.

Minutes and papers of the Council, its predecessor body the Committee of Welsh District Councils, and their sub-committees, 1983-1996; papers and correspondence relating to the Association of District Councils' Welsh office, Head Office and various branches within Wales, 1978-1996; correspondence files of staff members, 1983-1995; copies of Government Green Papers, 1986-1989; and files relating to the various organizations and societies with which the Council had dealings, 1982-1996; subject files relating to such matters as waste disposal and the European Community, 1974-1997; housing and home improvement grants, 1983-1996; leisure facilities, tourism, theatres, National Parks etc., 1983-1996; policy, finance and planning, including the rates, the Revenue Support Grant and the Welsh Language Board, 1982-1996.

System of arrangement

The records are arranged by deposit: March 1993; September 1994; March 1996; February 1997; and November 1997. The records have been arranged, according to the original file numbers used by the Council, into the following main classes: Association of District Councils, Committee of Welsh District Councils, Economy and Environmental Health, Housing, Leisure, Organisations and Societies, Policy, Finance and Planning and Staff correspondence. In addition to these, the classes Wales Land, Miscellaneous files and finance are found in the March 1993 deposit; later deposits include files for Revenue Support Grant, Green papers, Europe and Tourism, Transport and Economic Strategy, Drafts, CWD meetings and committee papers, Revenue Support Grant and Social Services.
