War Office to HJE (Capt., Adjutant 4th Volunteer Batt., Liverpool Regt., 2 Islington Squre, Liverpool). Results of Examinations in Modern Languages by the Civil Service Commisioners. HJE failed French and Russian in April 1890, but passed in Russian in November 1890 and again in October 1891.
