Letter from John Owens from Newtown, to the Rt Hon. Edward Herbert, Earl of Powis,

Encloses a copy of No. MB2/198. Powell should not be released and must be kept from Newtown. Cannot object to Mansel on the ground of responsibility, but considers that he should not be accepted in view of his contemplated removal. One Thomas Williams of Oswestry has been mentioned as surety, but he has induced his solicitor to persuade him to refrain. Is in communication with the town clerk of Manchester concerning the movements of Charles Jones, who has left Birmingham. P.S. Has just been informed by a client that Powell's imprisonment is a better method of preserving peace than even a detachment of infantry.

Sir Charles Jones and he have visited Montgomery gaol, but the prison authorities deny all allegations of lax discipline. The keeper has, however, been guilty of carelessness and indiscretion in the admittance of strangers, but that was probably due to his good nature, and he is now sufficiently alarmed to prevent a recurrence of such trouble. Ingram, Powell, and others involved in the disturbances have been committed. The gaoler has received an unsealed intimidating letter. Suggests that the pensioners be relieved as soon as possible as they are expensive to the county and also because their tractability and efficiency leaves a little to be desired.
