The capital of the Welsh Industries Fund was handed over to the University by the Welsh Industries Association in 1920 for the establishment of scholarships for weaving, carving, or some industry fostered by the Association. The University applied the funds in the first instance towards the preparation of a report on the Welsh textile industry by W.P. Crankshaw in 1925-1926. A Committee was appointed by Council at its meeting of February 1928 to administer a scheme for assisting rural textile industries in Wales. The committee consisted of representatives of Council, of the Federation of Education Committees in Wales and Monmouthshire, of the textile industry itself, and of the Rural Industries Bureau. It first met in December 1928, and in February 1929 appointed a Textile Advisory and Organising Officer, Maldwyn Williams, whose work continued until his resignation in September 1938. The activities of the Committee seem to have come to an end at the onset of war and the work of administering the Welsh Industries Association's Fund was carried out by the Secretary of Council thereafter.
