Austin Strutt, Home Office, Whitehall, London SW1. The Home Secretary, Gwilym Lloyd-George, has been invited to open the new Technical College in Flintshire. But Gl-g is aware of the disagreement between the Local Education Authority and the Minister of Education over the College. He feels, therefore, that he has to decline. If the disagreement is, however, resolved to the satisfaction of Sir David Eccles, Gl-g would be happy to perform the opening.

He was unable to promise to increase the financial assistance given to the Board by the British Travel and Holidays Association. The financial commitments of the Btha were on the increase and it was being forced to economise. Expressed the hope that increased resources would be available at some point in the future. Regrets that the outcome of the discussion was so negative.

G[wilym] Lloyd George as in A1/213. Clarifies the position of the government over the Welsh Books for Adults Scheme. All the Government can do is to promise to consult with colleagues. Regrets that references to a specific sum of money have circulated in Wales. Hopes that he made it clear that there were real difficulties in the way of the Government accepting the proposals made to it. Regrets that he has to inform Huw T. Edwards that he cannot agree to the proposal. The scheme, of course, has many merits, but there is no evidence that it is totally sound administratively. Shall be glad to grant an interview to two or three members of the Welsh Books for Adults Committee, but is not at all optimistic that the decision of the Government can be reversed.

Cledwyn Hughes, MP, House of Commons. Was surprised to hear of the rumour which is gaining currency, although such a thing is quite commonplace. Will, of course, support S. O. Davies's Bill, is still addressing meetings in support of the Parliament for Wales Campaign, and trying to find the time to prepare an article for Y Cloriannydd explaining the purpose of the movement. Tried to persuade S. O. [Davies] to frame a measure that was simple and reasonable, and most of the others supported him. Wales would benefit from such a measure, and it would destroy the doubts which exist over economic separation. A complex bill would almost certainly be thrown out, and would jeopardise the future of the Campaign. Supports S. O. with a heavy heart. The end product will be to give a boost to the most extreme members of Plaid Cymru. Some within Plaid Cymru are anxious to split the Labour Party. Is pleased that Megan [Lloyd George] is joining the Labour Party, but it is high time for her to take a definite step. She would have a good chance of winning Wrexham if only she had come across at the Rhyl Eisteddfod as she had originally intended. Huw T. Edwards should certainly support the request for a factory for Llangefni as there are four hundred unemployed there.

The Minister is responsible for water power under Section 1 of the Water Act, 1945. The Minister would be grateful for the advice of the Council on a number of points which he outlines. He would welcome general observations on these matters.

J[ohn] H. Clement, The Council for Wales and Monmouthshire. Is enclosing a copy of the Arton Wilson Committee Report upon which the Minister of Agriculture would welcome the observations of the Council for Wales and Monmouthshire. Hopes that the Council (and, in particular, the representatives who met the Wilson Committee at Aberystwyth) will receive recognition for advancing a scheme of reorganisation of a Department in Wales which will also be suitable for England. If the Minister accepts the Report, it will be a great victory for the Council. The Committee has at least made use of many of the phrases used to describe the organisation of the Ministry of Wales. Notes the paragraphs which will be of particular interest to Huw T. Edwards.

But cannot attend as he and his wife are going away to Brittany on holiday on Saturday. There are two applicants from London for this all-important position, but the writer fears that they would regard it simply as a short-term stepping stone, and would be likely to move on quickly. Tends to favour the application of Katrin Williams, a Senior Registrar at the moment and very experienced. She has many fine personal qualities which would equip her admirably for the vacant position. Women are generally very successful in this kind of position. Is most anxious that the correct appointment be made. Welsh.

Permission was granted to broadcast one Welsh television programme each week between 6 and 7 pm. Fears that there is a risk that this opportunity will be lost. Feels that an earnest appeal should be made to the BBC to retain the provision for Welsh-language broadcasting. Fully agrees with the article published by Sir Ifan ab Owen Edwards in Y Cymro. Much regrets that the Central Office of Information is unable to provide assistance with the publicity arrangements for the 1958 Festival of Wales. Such a step would entail special expenditure from public funds. The writer can simply give some assistance in publicising the function overseas.
