H. H. Fowler believes a letter should be sent to the King containing the points made by J.W. It is important this should be done at once. See A 1/35 for Winterbotham's letter.

Letter to Thomas E. Ellis,

'Tenure of land' is a suitable phrase to use in the framing of the Bill. Defines the word 'land', and believes that the land question must be tackled 'as a whole'. An 'informed Commission' on land would be best placed to face the issues, but does not consider a membership of three to be sufficient. There should be separate commissioners for north and south Wales, but their appointment should not be the responsibility of central government. There should be no fees or payments, but the Commissioners should have the power to impose costs. See A 1/52 for Ellis's letter.
