All Wales Accord Negotiations

Papers relating to the discussion between the Welsh Liberal Democrats, Welsh Conservatives and Plaid Cymru to form a coalition government, known officially as the All-Wales Accord and unofficially as the Rainbow Alliance. The file includes a copy of the agreement, costings, comparisons with the Labour and Plaid Cymru manifestos, governance arrangements and a timetable for agreement. There is also correspondence between Rhodri Morgan and other party leaders about inter-party working and a note from Nick Clegg, Leader of the Liberal Democrats regarding a possible referendum on changing the electoral system for local authorities in Wales.

Campaign Material

The file comprises material relating to election and referendum campaigns including a newspaper, The Cardiff Central Herald produced by the SDP/Liberal Alliance in 1987, a Welsh language poster "Amser i ni reoli'r newid" from the 1997 devolution referendum campaign, a report by the Welsh Liberal Democrats on Alun Michael and Welsh Liberal Democrat press releases from the 1999 Assembly election campaign.

Newspaper cuttings relating mainly to the partnership agreement between Welsh Labour and the Welsh Liberal Democrats in the National Assembly for Wales and one relating to Mike German playing the piano with the Full Moon Jazz Orchestra.

Speeches

Speeches given by Mike German between 2000 and 2006 at conferences, business events, the Institute for Welsh Affairs and election campaigns. Most are typed but some have handwritten amendments. Most are in English but some speeches are in Welsh.

Assembly Group Leader Correspondence

Correspondence, mainly between the party leaders in the National Assembly for Wales relating to the workings of the Assembly, committee allocations, expenses and budgets etc., although including some letters relating to potential co-operation on policy objectives between the Welsh Liberal Democrats and Plaid Cymru, a complaint at the Mike German had breached the Protocol on Relations between Assembly Members and Staff and the Ministerial Code and the resignation of Christine Humphreys as AM for North Wales due to ill health.

Labour - Liberal Democrat Partnership Government Arrangements

Papers relating to the Welsh Labour - Welsh Liberal Democrat partnership (coalition) government in the National Assembly for Wales. They include a copy of the partnership agreement noting the policy objectives, a background document, a draft of the agreement, a Labour Party document comparing the partnership agreement with the Labour manifesto and a copy of the Institute of Welsh Affairs magazine, Agenda, with an article on the partnership government. There is also a Welsh Liberal Democrat document dated 24 February 2000 entitled "Building trust in the Assembly".

Deputy First Minister Papers

Papers relating to Mike German's role as Deputy First Minister in the Welsh Labour - Welsh Liberal Democrat Partnership Government including a document "Plan for Wales 2001", the Report of the First Minister April 2000 - July 2001, correspondence relating ot major events at the Millennium Stadium in Cardiff, appointments to the Welsh Development Agency (WDA) and papers relating to a trade mission to Canada.
