Has received a letter from Capt. Mortimer stating that he has been instructed by Lord Clive to take charge of a party of pensioners and the staff of the Shropshire Militia, and to march into Newtown. Lord Howick desires to know what instructions have been given by the Home Secretary respecting the pay and the allowances of the detachment. With a copy of No.MB1/194.

Letter from John Owens from Newtown, to [the Earl of Powis],

Expresses condolence on the sudden death of his father. Has received four notices of bail since Powell's committal. Has prepared sufficient evidence to commit and convict Charles Jones. The prisoners are a desperate lot. He himself stands well with the Chartists. His mild method of address enables him, with the exercise of a little caution, to secure evidence which he could not otherwise hope to obtain.

Touching the qualification of Mr Mansell of the New Inn in Frankwell to act as surety for Powell. Considers Mr Mansell responsible for £150. Mrs Mansell hails from the Meifod district. Mr Mansell came from the Isle of Wight, is reported to have money, and is desirous of leaving the New Inn, which is a Chartist House.

Has made inquiries concerning Mansell. He is a West Devonshire man who once kept a spirits shop in the Metropolis. He is a Chartist and has had meetings of Chartists at his house. He is contemplating removal, provided he can find a successor. Chartism is at so low an ebb that he is said to take sometimes no more than seven shillings a week.

Letter from John Owens from Newtown, to Viscount Clive,

Confirms an appointment at Montgomery on Monday. Considers that the magistrates should be acquainted of the conduct of the prisoners so that they can require heavier bail. The Political Union is an illegal society, and its chairman and secretary have been arrested and bound over to appear at the next Assizes.

Draft letter from [The Earl of Powis] from Walcot, Ludlow, to Lord John Russell. Encloses the deposition of one Edward William of Llanwnog touching the conduct of the prisoners in Montgomery gaol. Deponent states that the prisoners behaved in a disorderly and desperate manner, and vowed vengeance upon those who were responsible for their capture, and especially Mr Woosnam. The Newtown prisoners blamed those from Llanidloes for the failure of the riot. They had been too hasty and did not wait until they were all prepared, when they would have had the assistance of the Merthyr people.
