File comprises material related to the All Wales Accord and associated discussions around forming a government of Wales between Plaid Cymru, the Welsh Conservatives and the Welsh Liberal Democrats following the elections to the National Assembly for Wales in 2007 (also known as the 'Rainbow Alliance').
