Letter from James Griffiths to Lord Shepherd, Minister of State, Commonwealth Office,
Rhan oJames Griffiths papers
Has heard that he is to meet Chief Anthony Enahoro. Hopes the Government will influence the Federal Government against their plan to seek 'a final solution' by an invasion of the Ibo heartland. Believes this would be 'a crime against humanity'. 'As an old member of our Labour Party I appeal to my colleagues to stop at once the supply of arms to the Federal Government'. Is sending a copy of this letter to the Prime Minister. Copy.

Believes George Thomson has replied to James Griffiths' letter of 19 August. 'I would like to add that I do fully realise and appreciate that many people both in the House and elsewhere are extremely unhappy about our arms policy. I need hardly say that long hours have been spent by us in discussing whether we would continue to supply arms ..... We have indeed used our influence with the Federal authorities and will continue to do so.... We certainly do not believe that a 'final solution' in the form of genocide or a planned massacre of Ibo civilians is the Federal intention'.

Replying to James Griffiths' letter of 8 Nov. to Michael Stewart re Nigeria and the talk by the Rev. Garrett. Believes Garrett mistaken. The Government has not advocated unconditional surrender by the Ibo leaders. Believes in Nigerian unity although Ibos have 'real and legitimate grievances'. The Federal side is prepared to make peace on reasonable terms with the single pre-condition of the maintenance of Nigerian unity. Disagrees with Garrett re the effectiveness of the relief work. 'There is no policy of genocide against the Ibo people.' Believes these allegations are the result of Biafran propaganda. ' There is no question of our policy of support for the Federal Government being based on motives of economic gain'.
