'Charles Trevelyan is not very adroit in his use of any weapon'. The choice of a Federal Constitution for India is rather surprising. A 'big political crisis' is on the horizon at home. Unemployment is a truly intractable problem.

Thanks for the letter about his book. Recalls their days in the House of Commons from 1895 to 1898. Saw much of Maclaren at Manchester; he helped to establish a free Theological Faculty in the University. Would like to be able to see John Herbert Lewis.
Personal news. Has been attending the sittings of the House of Lords which have been rather dull. The times are 'undoubtedly critical'. Believes more attention should be paid to 'the psychology of nations'. Is perplexed by domestic politics. Has attended a meeting of the Governors of the Church at Aberystwyth. Feels religious life has been overcome by lethargy, but 'fuller light' will come again.
