It is usual during contested elections, when any charge is incurred, the expense of which must be defrayed by both parties, that such party be consulted. Window Tax Appeal: appellant states that at the time of passing the act (4 & 5 Wm. 4) he was assessed for 20 windows for his dwelling house in Monmouth, the remainder of the windows of the house being above as many again were stopped up with lath and plaster. After the passing of the act appellant opened up some of the windows and contends that under the 7th sec. of the act he was entitled to do so free of duty. This was objected to by the assessor.
