Essential for official Liberal programme to stress the need for the treatment of Wales as a distinct area and for the establishment of a Secretary of State for Wales and a Welsh National Development Council. 'Failure to do so will seriously weaken the case for Liberalism in Wales', since many Plaid Cymru candidates are standing in the forthcoming election and Labour is to consider at its Whitsun Conference a proposal regarding self-government for Wales.

Encloses a copy of the report of the Committee appointed by the Minister of Housing and Local Government to investigate the operation of the Exchequer Equalisation Grants in England and Wales together with local reports urging its rejection. The Finance and General Purposes Committee of the County Council has decided to oppose it strenuously. Urges Clement Davies to lend support inside Parliament, and would like to meet him to discuss the matter.
