Files concerning the status of the chapelry of Penley in p. Ellesmere, 1917-19 (seventeen files). Both parish and chapelry were part of the English diocese of Litchfield. Penley was regarded by the WCC as a separate ecclesiastical parish, but this view was questioned by the ECE, who contended that because the chapelry was partly in co. Flint and partly in co. Salop, it came under the provisions of Section 9 (3) of the Welsh Church Act, 1914, as a border parish. The files cover the protracted discussion over this issue, and include some reference to the historical background of the parish and details of similar border parishes. The WCC finally decided that Penley was in fact a separate parish, and that being wholly in Wales, did not come under the provisions regarding border parishes, and it was this view which finally prevailed.
