Letter from Henry Brooke, [Minister of Housing and Local Government and Minister for Welsh affairs] to Clement Davies, 12 September 1958. Writer must, therefore, use his 'compulsory powers to achieve a satisfactory grouping'. 40% of houses in the county are without a piped water supply ... 'It seems to me that the only solution is to combine the efforts and resources of the eight local water authorities concerned ... into a single joint board'. Encloses circulars explaining the regrouping policy. 2 Copies of letter one original and one carbon copy.
