The Joint Committee was set up in 1929 at the instigation of the Central Welsh Board to consider the problems arising in connection with post-primary education, including secondary education, and the recommendations of the Bruce Report on the position of the Welsh language and to advise as to its promotion in the educational system of Wales, and other reports on education. It invited the University of Wales and the Federation of Education Committees of Wales and Monmouthshire to co-operate in setting up a joint-committee. Teachers' representatives were later co-opted on to the joint-committee.
