Thomas Edward Owen was the second permanent way inspector for the Manchester and Milford Railway, a railway line from Crewe to Milford Haven constructed in order to provide the Lancashire cotton industry with alternative port to Liverpool. In 1911, the company was absorbed by the Great Western Railway Company. Thomas Edward Owen's father, Thomas Owen, had held the same post. Thomas Edward Owen left the company in 1905, and later worked as County Surveyor for the northern division of Cardiganshire.
