Biographical history
Rent Tribunals were set up to undertake functions required by the Furnished Houses (Rent Control) Act 1946, Landlord and Tenant (Rent Control) Act 1949, and Housing Repairs and Rents Act 1954, providing a means of appeal for tenants against the actions of landlords and (in particular) enforcing the level of rent that could be charged. In Wales, tribunals were set up in 1946 to cover: North Wales; Breconshire, Monmouthshire and Radnorshire; Swansea and West Wales; and Cardiff and East Glamorgan. In 1949, the North Wales tribunal was divided into North East Wales and North West Wales. The Rent Act 1957 removed control of rent from the tribunals, although the tribunals continued to handle other landlord/tenant disputes. In 1965 a new system of Rent Officers was introduced. Due to the Rent Act 1977 the members are appointed by the Secretary of State for the Environment and the proceedings are less formal than those in an ordinary court. Rent Tribunals did not give reasons for their decisions, and there was no right of appeal until 1958.
