Envelope numbered A No. 113
Yaddasht / memorandum. The following is a report regarding the management of Bihar province. It is divided into five paragraphs. Kindly let me know your orders regarding each section. I have arrived here at the request of local officers to review the management of Bihar Province. The revenue collected during 1173 Fasli year falls short of the required sum by a large amount. As there are two months left of this year I am trying my best to collect the overdue amount. Whatever amount is collected will be sent to the treasury. Impression of seal of Muin al-Daulah Bahadur 1178. As far as the arrangement for collecting revenue during 1174 Fasli are concerned I will follow your instructions. I suggest that we give the management of Mahallat in the hands of people who want to work hard. Zamindars who want to make mischief should be punished. I await your orders. Impression of seal of Muin al-Daulah Bahadur 1178. Out of the total sum collected during 1173 Fasli we have to deduct the expenses incurred by workers. Every worker should be asked to submit their accounts. I await your orders. Impression of seal of Muin al-Daulah Bahadur 1178. Kindly ask Mr Middleton that he should obey my orders regarding the financial or political management of these districts or punishment of rebellious zamindars. Enclosure: It is necessary that one is above personal greed and selfishness if he wants to perform his duties of the state properly. Any difference of opinion or personal jealousies and rivalries can destroy the progress of the country. This is much more true in this part of the world where it is difficult to find two or three people agreeing to any one policy of the Government. Impression of seal of Muin al-Daulah Bahadur 1178
