Biographical history
Tom Owen of Aberystwyth, Cardiganshire, (d. 1967) was a school inspector (HMI) in Montgomeryshire and Cardiganshire. He appears to have had an interest in education outside his official career and gave talks to various societies and Sunday school classes.
