He was educated at the National School, Machynlleth, and the Central Labour College, London, 1919-1920. He worked as a miner for twelve years. By the early 1940s, he was a journalist in Glasgow; he was a member of Glasgow Corporation and the Glasgow Welsh Society and lectured at the Scottish Labour College. He was Labour Member of Parliament for the Kelvingrove division of Glasgow, 1945-1950, narrowly defeating the Conservative candidate in the general election of 1945; he unsuccessfully contested the seat in 1951 and 1955. He subsequently returned to Wales, living in Borth and Bow Street, Cardiganshire.
