Biographical history
The Education Reform Act 1988 provided for the establishment of a national curricum of core and other foundation subjects for pupils in England and Wales. The Act empowered the Secretary of State to specify the standards he required for each subject and the learning objectives for pupils aged 7, 11, 14 and 16. These attainment targets and programmes of study were specified in a Statutory Order for every foundation subject, starting with the three core subjects of Mathematics, English and Science. The terms of reference of the Working Parties, which were established by the National Curriculum Council and the Curriculum Council for Wales, were to respond to the proposals for the curriculum made by the Secretaries of State for Education and Science and Wales. They were also to provide recommendations for attainment targets and programmes of study by means of consultation with organisations and individuals. Their recommendations were then to become the basis of the statutory orders.
