Biographical history

The Working Party on Powers and Functions was established by the University Council in 1988 in response to Council resolutions adopted in 1987 (adopted partly in response to a serious financial crisis that struck University College, Cardiff) relating to strengthening the federal structures of the University, and in response to the Jarratt Report on efficiencies in British Universities. The Working Party was directed 'to advise Council on the steps which should be taken to enable the federal University to play a more effective role in the development of University education in Wales,... to consider and make recommendations regarding the structure of the University of Wales'. The Committee, which came to be called The Daniel Committee (after its chairman Sir Goronwy Daniel) recommended the establishment of a powerful central organization - the Joint Planning and Resource Committee, the appointment of a Deputy Chancellor to act as a single central organizer (both of which were phased out from 1993 onwards), the setting up of a Central Services Committee to replace the Finance and General Purpose Committee, and the appointment of a University Treasurer. The Working Party also took over the functions of the Rationalisation Working Group which had been set up in 1985 to, amongst other things, reduce duplication of teaching subjects and teacher training within the University.
